District Service Commission – Kabarole District

1.0 Introduction
The District Service Commission (DSC) is an independent statutory body established under the Constitution of Uganda, mandated to recruit, appoint, confirm, promote, and discipline employees in Kabarole District Local Government.
1.1 Goal
To ensure a competent, motivated, and fairly managed workforce that delivers quality services to the people of Kabarole District.
1.2 Mission
To manage the human resource function of the District in a transparent, fair, and merit-based manner, in accordance with the law.
1.3 Specific Objectives
- Recruit and select qualified personnel for the District Service.
- Oversee promotions, confirmations, and disciplinary processes.
- Advise the District Council on human resource matters.
- Ensure compliance with the Public Service Standing Orders and Local Government Act.
2.0 Achievements (July 2024 – June 2025)
- Successfully recruited and appointed staff in key service delivery positions.
- Confirmed appointments for eligible staff across departments.
- Handled and resolved disciplinary cases in line with the law.
- Reviewed and approved staff promotions based on merit and performance.
- Provided advisory reports to the District Council on HR policy matters.
2.1 Recruitment & Selection
The Commission ensures open and competitive recruitment to attract the most qualified candidates for various positions within the District Service.
Achievements 2024/2025
- Advertised 25 positions and successfully recruited for 22.
- Introduced an improved shortlisting and interview assessment system.
Planned 2025/2026
- Digitize the application and shortlisting process.
- Enhance transparency through live streaming of interview sessions.
2.2 Disciplinary Control
The DSC ensures that discipline is maintained in the public service by addressing cases fairly, promptly, and within the legal framework.

- Resolved 15 disciplinary cases with adherence to due process.
- Provided training on workplace ethics and conduct to staff.
Planned 2025/2026
- Develop a staff code of conduct handbook for the district.
- Conduct quarterly refresher sessions on disciplinary procedures.
2.3 Policy Guidance
The DSC advises the District Council and departments on best HR practices, policy changes, and organizational structures to improve service delivery.

- Reviewed and approved restructuring of two departments for efficiency.
- Provided guidance on aligning district HR policies with national standards.

- Strengthen collaboration with the Ministry of Public Service for policy updates.
- Review job descriptions and specifications for all district positions.
