Community Based Services (CBS) Department

Mobilizing and empowering the people of Kabarole District for sustainable social and economic development.

1.0 Introduction

The CBS Department coordinates social protection programs and community empowerment initiatives. It is structured into three sections: Probation, Youth and Children Affairs; Labour and Industrial Relations; and Gender, Culture, and Community Development.

1.1 Mission

To mobilize and empower the people of Kabarole District for rapid social, economic, and political development.

1.2 Strategies

  • Raising awareness on development issues among the population.
  • Encouraging formation and functioning of social and economic groups.
  • Protecting and developing disadvantaged groups including children, elderly, disabled, women, and youth.
  • Preserving and promoting cultural heritage.

2.1 Youth Livelihood Program (2024/25)

The district submitted 12 groups for funding approval by the Ministry of Gender, Labour and Social Development, totaling UGX 64,748,000.

2.2 Social Enterprise Grant for Older Persons (SEGOP)

The program empowers older persons organized in groups to access financial support for improved well-being. The following groups received support:

  • Ruteete: Rurama Central Twimuke Group – UGX 3,470,000
  • Rwengaju: Rwengaju Older Persons Group – UGX 3,470,000
  • Hakibaale: Kyawankada Bafaakati Tweterane Group – UGX 3,470,000
  • Kiko TC: Nyabubaale Wazee Tukorrehamu Group – UGX 3,470,000

Total: UGX 13,915,500

2.3 Persons With Disabilities (PWD) Groups Supported

  • Busoro: Ngombe A Disabled Group – UGX 4,125,000
  • Kasenda: Rweraza A Disabled Group – UGX 4,125,000
  • Mugusu SC: Nyabuswa Abalema Tweyambe Group – UGX 4,125,000
  • Hakibaale: Bugati Muhangi Disabled Group – UGX 4,125,000
  • Mugusu SC: Kyakijara PWDs Farmers Group – UGX 4,125,000
  • Kibasi TC: Rukinga People with Disabilities Group – UGX 4,125,000
  • Ruteete: Rwetera Balema Community Group – UGX 4,125,000
  • Rwengaju: Kidubuli Abalema Tukorrehamu Group – UGX 4,125,000

2.4 Uganda Women Entrepreneurship Program (UWEP)

In 2024/25, 27 groups were submitted for funding totaling UGX 159,320,000. Some of the groups include:

  • Mugusu S/C: Kinyankende Women VSLA Group – UGX 6,000,000
  • Kabende S/C: Kabende Women Nitusobora – UGX 6,000,000
  • Kabende S/C: Kyabakambi Women’s Group – UGX 6,000,000
  • Rwengaju S/C: Rwengaju Women Enterprise – UGX 6,000,000
  • Kasenda T/C: Kimya Women Farmers Group – UGX 6,000,000
  • Other groups across the district with similar funding.

2.5 Social Assistance Grant for the Elderly (SAGE)

A total of 1,451 elderly beneficiaries have received support across multiple sub-counties up to December 2024.

2.6 Probation Sector

The sector safeguards child rights, promotes family stability, and supports vulnerable communities.

  • 288 cases handled including child neglect, abandonment, domestic violence, SGBV, and lost children.
  • 10 juveniles in conflict with the law supported in partnership with police and judiciary.
  • 9 children placed in alternative foster and institutional care.
  • Ongoing development of a local child protection ordinance with partner organizations.
