1.0 Department Overview
The Planning Department is a key strategic arm of Kabarole District Local Government, responsible for guiding development through effective planning, monitoring, and evaluation of all district programs and projects. The department is headed by Mr. Binta Robert, the District Planner.
2.0 Mandate
To coordinate the formulation, implementation, and monitoring of the District Development Plan (DDP) in line with national policies and the aspirations of local communities.
3.0 Core Functions
- Preparation and review of the District Development Plan.
- Coordinating data collection and research for evidence-based planning.
- Monitoring and evaluating projects and programs to ensure quality service delivery.
- Guiding all departments on planning and budgeting processes.
- Mobilizing resources for development initiatives.
- Ensuring alignment of district plans with the National Development Plan (NDP).
4.0 Key Achievements
- Development and approval of the current 5-year District Development Plan.
- Strengthened data management systems for improved planning accuracy.
- Coordinated cross-sectoral integration of projects for efficient service delivery.
- Facilitated participatory planning meetings in all sub-counties and divisions.
5.0 Future Plans
- Review and update of the District Development Plan in line with NDP IV.
- Expansion of the District Management Information System (DMIS).
- Capacity building for departmental and sub-county planners.
- Enhancing public-private partnerships for development projects.
