Works Department – Kabarole District

Responsible for planning, construction, rehabilitation, and maintenance of public infrastructure.

1.0 Mandate

The Works Department is responsible for the planning, construction, rehabilitation, and maintenance of public infrastructure, including:

  • Roads and Bridges: Construction and maintenance of district, urban, and community access roads; installation of culverts, bridges, and drainage structures; grading and shaping roads.
  • Buildings and Public Structures: Design, construction, and maintenance of public buildings such as schools, health centers, and administrative buildings.
  • Mechanical Services: Management and maintenance of government equipment, plants, and vehicles; coordination with external entities like UPDF Construction Brigade.
  • Infrastructure Planning and Supervision: Technical supervision of construction projects ensuring quality, safety, and regulatory compliance.
  • Support to Other Departments: Technical guidance on civil works related to education, health, water, and sanitation projects.

The district manages a surveyed road network totaling approximately 1,035.5 km divided among feeder roads, community access roads, urban roads, and national roads, with a budget of UGX 1.44 billion from Uganda Road Fund and Road Maintenance grants for road upkeep.

This report covers works up to April 30th, 2025, based on funds released to the department.

3.2 Mechanical Imprest

The department budgeted UGX 108 million for minor repairs and maintenance of the road unit; UGX 100 million from Road Maintenance Grant and UGX 8 million from Uganda Road Fund. So far, UGX 74,730,000 has been used for servicing the road unit, repair of service vans, and procurement of consumables such as grader blades.

The tipper lorry (Reg No. UG 2372W) was sent to Mbarara Regional Workshop for major engine overhaul, with parts and delivery costing UGX 7,885,000.

4.0 Wet Season Preparations

  • Opening catch water drains in swampy areas at a cost of UGX 15 million covering Katoma Bwabya Kyembogo, Mbagani Kahangi, Mbagani Kisongi, Kaboyo Kyezire Kazingo, Kyogya Kyakijara Ring Road, and Rutete Mituli Rwaihamba roads.
  • Installation of 2 culvert lines and swamp raising on Kyogya Kyakijara Ring Road.
  • Installation of 2 additional culvert lines on Kihondo Hamabale Kazingo Road to address water logging.
  • Procurement and installation of culverts worth UGX 20 million on feeder roads such as Mugamba Nyakabira Kyakijara Ring Road and others.

5.0 Uganda Road Fund (URF) Activities

Out of UGX 383,721,972 received (of UGX 441 million budgeted), UGX 98,366,529 remains for feeder road maintenance. The balance was transferred to lower local governments for urban road maintenance and bottleneck removal.

UGX 47 million was spent on manual routine maintenance including gang workers’ wages for October and November. UGX 17 million was used for mechanized maintenance of Kirere Kabegire and Kinyankende Mitandi roads as emergency interventions.

6.0 Remaining Road Works for Quarter 4 (Road Maintenance Grant)

  • Construction of Kitojo Bridge – UGX 70 million
  • Periodic Maintenance of Isunga Rwaihamba – UGX 200 million
  • Mechanized Routine Maintenance of:
    • Rutete Mituli Rwaihamba (9 km) – UGX 15 million
    • Nkuruba Rwaitera (4 km) – UGX 8 million
    • Kiburara Orubanza (8 km) – UGX 12 million
    • Kahangi Mbagani (6 km) – UGX 10 million
    • Kaboyo Kyezire Kazingo (5 km) – UGX 8 million
  • Total: UGX 323 million

7.0 Local Economic Growth Support (MoLG)

Kabarole District received UGX 145.8 million under the Local Economic Growth Support program from MoLG, used for:

  • Rwengaju-Katoma-Kijura Road (3.1 km): Grading, shaping, culvert installation, and spot gravelling.
  • Mugusu-Kiraro-Kasiriza-Kinyankende-Kyezire-Kaboyo Road (12.7 km): Grading, shaping, culvert installation, and spot gravelling.

Works are nearing completion with most sections graded and culverts installed.

8.0 Discretionary Development Equalization Grant (DDEG)

Under DDEG, the district installed culverts and carried out swamp raising at Nyansimbi in Kibasi Town Council. The grading and shaping of the access road was facilitated with support from UPDF Mountain and Construction Brigade.

9.0 Office Operations

  • Annual District Road Inventory and Condition Survey (ADRICS) carried out ahead of planning.
  • Two District Roads Committee (DRC) meetings held including monitoring of road works for current and previous financial years.

10.0 Challenges and Proposed Interventions

  • Lack of Dedicated Service Van: Limits technical staff supervision and response to equipment breakdowns in remote areas.

    Intervention: Establish mini regional workshops to provide commonly used equipment and reduce dependency on external sources.
  • Incomplete Road Unit Equipment: Reliance on external equipment affects maintenance efficiency.

    Intervention: Increase budget allocation for mechanical imprest and establish regional workshops.
  • Insufficient Funding: Especially for major repairs and tyre replacements.
